Company RusGasAlliance, LLC (JV of Gazprom, PJSC and RusGasDobycha, CJSC) was established in April 2017 to develop the Parusovoe, North-Parusovoe and Semakovskoe fields in the Yamalo-Nenets Autonomous Area of the Russian Federation.
The creation of the project company was preceded by the signing of a number of agreements (the basic terms of cooperation, as well as the basic shareholders' agreement) at the St. Petersburg International Economic Forum in June 2016 and the Eastern Economic Forum in September 2016.
Cooperation between Gazprom, PJSC and RusGasDobycha, CJSC has a synergistic effect. Gazprom group guarantees access to high-quality and inexpensive resources, RusGasDobycha company provides effective project management, borrow of financing, as well as issues of product sales.
Parusovoe, North-Parusovoe and Semakovskoe are the fields on the Taz Peninsula in the Yamal-Nenets Autonomous Area with a total proved gas reserves of more than 450 billion cubic meters and more than 20 million tons of liquid hydrocarbons (oil and condensate).
Semakovskoe field has the largest volume of reserves - more than 350 billion cubic meters. The reserves of two other fields - Parusovoe and North-Parusovoe - are estimated at more than 100 billion cubic meters of gas.
Semakovskoe field belongs to the category of transit. Within the framework of the project implementation, the conceptual design of the field development will be carried out in order to select the most efficient way of developing reserves located under the water area of the Taz Bay.
Parusovoe and North-Parusovoe fields are located entirely on land. Development projects for all 3 deposits are already approved.
Along with the gas reserves at the fields of the joint project, industrial reserves of oil and gas condensate explored. Prior to making an investment decision, along with a project for the development of free gas reserves, a strategy of liquid hydrocarbon reserves production will be developed, including reservoirs where the geological exploration work is required.
The fields are located closely to the existing production, treatment and transportation centres of gas, such as Yamburg and Novy Urengoy, where there is operating infrastructure such as airports, railways, highways. The close location to the existing gas transportation system of Gazprom, PJSC will minimize the gas transportation infrastructure cost of a joint project, which minimizes the production cost and improves the return of investment.
The basic strategy of gas monetization under the project envisages its use as raw materials for gas chemical enterprises, to cover the Gazprom group's own needs, as well as gas sales to consumers on the domestic market.
As a part of the implementation of the project for the development of the offshore part of the Semakovskoe field, a partnership will be organized with international leader companies that have competence in the design, construction and operation of offshore production facilities. The works will be carried out in accordance with international standards and taking into account international experience, with the maximum use of resources of Russian design and manufacturing companies in all areas of project implementation (design, production of equipment, construction, installation and commissioning works).
